No, you could not be put in a institution for that. Its not a form of self-mutilation - its actually a way a lot of self-mutilaters help to stop self-mutilating!
That said, if you are trying to hurt youself you should see a therapist.

In a way, snapping yourself with rubber bands and such can be a form of self-mutilation. Please, please take this advice from someone who has been there.
It can escalate into much worse. You can go from just causing a little pain when you're upset to causing a little more (I won't tell you how. Unlike others here have.) Then a little more. Then you move on to the extreme like cutting, etc. It can become an addiction and it's very hard to break. But trust me, the physical scars aren't worth the 15 minutes of satisfaction that you get from it.
You obviously want help if you come here asking for it, so I give you much props for that. Allow your friend to help you, even if it's just talking about whatever sets you off. If nothing else, find a different way to get rid the feelings of anxiety, anger, and just being upset. Such as writing in a journal, listening to loud music, throwing things or just screaming.
But I can tell you from personal experience that if you are not careful, it will progress into much worse.
And as for the "can they put me in an institution for this", no. Not just for this. I hope this helps. And I hope that you figure everything out.

Look to be quite honest with you, from what ive learnt through many years of being a nurse and working with troubled people, what you are experiencing is not 'self mutilation' as you put it...(the correct term being self- injury.) It would be considered part of a personality disorder though, i suggest that if you are feeling troubled, anxious, angry, and or depressed that you contact your local doctor/GP, by todays standards mental illness is not something to be ashamed of as far as statistics show 1 in 4 females have some form of mental illness and 2 in every 6 males also have some form of mental illness. And so if it helps at all more than one or two of the people around you could quite easily be also suffering from some form of mental illness whether it be depression, anxiety attacks, bipolar disorder or just a personality/behavioural issue......do try not to feel ashamed, talk to someone about your problems, keep a diary where you can keep all your innermost thoughts, try to get at least and half hour of exersize everyday.

actualy rubber bands are used as a matter of self controle and are used to teach the subconous part of your brain things are bad were as you using it if your upset thats a little like telling your brain its not ok to be upset and that can lead to severe emotion destress its mainly used for people who are smoking or dealing with other issues and its only self mutilation if your leaveing marks you can switch to a band that dosent leave marks but stings a little dont hurt your self

yes it is a kind of self mutilation, but it is also self stimulation. The small amount of pain an be quite exciting. Try pinching ther parts of your body, nipples etc, it can be such fun

i think this is actually considered as what you said, self mutilation. it's not as worse as cutting, but don't do it! you get hurt and sometimes you get really bad rashes...ask your friend for help, because he obviously wants to help you to stop. trust me, once you stop, you will wonder why the hell you even started in the first place. good luck

If your not causeing any damage, then its not self mutalation. You might have some pain\pleasure issues. I used to do stupid things when I was upset. Then my foster dad started teaching me boxing and helped me focus on other things. It works. If you are hurting yourself, try taking up something constructive to do when you are upset.

it's more of a stress reliever, i would think
kinda life biting your nails, smoking, etc.
maybe you should just try something else when you are upset, like chew gum (it really does help) or walking, filing your nails, anything to take your mind off the stress
