Yes, that is accurate, however it is for California only. While it sucks for those born after 1991, it does mean that California's drivers should be statistically better in years to come.

No its not true the legal age is still 16 but I did read somewhere that they were trying to pass a bill that they would change it to 18

No, that's not true. I'm 14 and I already have my permit. ^.~
And I know for a fact that I'm getting my licence when I'm 16 because my driving rocks and the lady at the DMV told me I would. So unless they're changing the laws all of a sudden, I doubt that that's true.
