Okay, here's the way it works. Different states have different laws regarding "age of consent." Basically, yeah, it's "illegal" to have sex if you're under the age of consent. No matter what. But who's the state gonna charge? If two 15-year-olds are having sex, there's not really anything the state can say. The "crime" has no victim and no perpetrator. So no one cares and people don't think about it as illegal. You'll never hear of someone getting charged in court for having sex at age 15 when the age of consent is 17 or anything silly like that.

So the only laws that are enforced are the statutory rape laws. These come into play when one person is over the age of consent and one is under, or with certain age divisions. For instance, a person over 16 having sex with a person under 14 is illegal in some states. Or a person over 18 having sex with a minor. The idea is that they're protecting minors from being taken advantage of.

I believe that the "rapist" can get avoid being charged if he/she can claim with legitimate reliability that he/she didn't know their sexual partner was underage.

It does depend on the state. I would say no state has a consent law as high as 18. In Georgia the legal consent age is 16. It makes no difference about anything else if they are 16 they are legal. The statement about any age is wrong. If both parties are juveniles they are charged for being unruly. If both parties consent the girls is 15 and the boy is 17 its statutory rape but misdemeanor. If the age is more than 3 years its a felony.

check out ageofconsent.com
it varies by state and by country. In Canada, the age of consent is 14, unless it is with a person of authority (e.g., teacher) in which case the age is raised to 18.
