You can't always tell just by looking at them... it's not like they carry a sign over their head or have an arrow pointing toward them flashing the words "kinky girl". And if she's "kinky" in your definition, you would have to get her know her in order to find the sexiest part of her body... and if she's really "kinky", it's probably more than one!

In general public, unless she had thrown restraint into the wind, you can't really tell by appearance alone. Who knows, the local kindergarten teacher could be a big bondage fanatic for all we know. Usually, it's going to have to be at a location where the fetters of public appearance may be removed. Certain nightclubs and bars cater to them, so that might be your best chance.
In terms of the sexist part of the body, that is in the eye of the beholder. Now stop looking! :-)

I think it's something you pick up on as you get to know her properly, from her conversation, gestures and gaze.
