I know this 13 year old who complains he is fat. Whever i'm around him, he never drinks any water or eats or anything really healthy. I bust down (work out) at least once a day, when i'm over there and I haven't busted down during the day, I do it at his house. I see him on the computer or playing video games and encourage him to come and join me, he says no or he's coming but never gets up. I just shake my head, is there anyway I can get him motivated?

Sounds like you're doing everything you can. Motivation has to come from within. I know that I complained for many years about being overweight and now I'm doing something about it, working out a lot and eating less, and I feel much better about myself even though I am still fat--I know I am trying.
And his parents should be restricting his video game and computer time to after he's done homework and exercised.

For a kid, you gotta get him into something that will keep his interest level up. He's gotta like somethin that can be played often and easily accessible to him, like basketball, karate, etc.
If you try and force somethin that doesn't interest him, then you can guess what happens from there. Gettin a group together that gives positive support and cheers each other on would definitely help.

The real question is why don't you ask him this stuff? You expect us to know what's psychologically going on inside this random kid's brain? Call him out on it and explain things to him.

My only guess is that he hasn't really started lifting before and he may be a little apprehensive to stepping outside of his "bubble" of comfort.

Call him out on it and demand an answer.

First of all, you are tallking about a kid. If he is used to not being motivated or used to receiving negative motivation, he will not likely exercise.

His parents should be involved too. They should force him to play outdoors, not just sit around the house.

encourage him and he probley does want to do something about it but he is never in the mood plan it in advance and kinda set a time for it.
