i mean can the DV center understand this problem , is thire any option the US GOVERMANT look this situation as exptional and help the dv winner like me i am from eritrea

Oh ok. I was confused at first but I understand know ...
The US government will NOT let you in if you cannot support yourself in our country. If you can't afford the basics like paying for a small home, monthly they will not let you in even if you won the Greencard lottery. Although I do beilive for the lottery, if you won and can't afford to live here, there are other "agencies" or groups that help you out. That's if your talking about the Greencard lottery.
You really should find this information yourself. This is a serious topic. As for the Diversity Lottery (DV lottery), you will get dumped off here probley with help from Habitat for Humanity or something. You'll be given stuff to apply for healthcare help.
But if you have absoloutly nothing you must apply as an refugee. Sorry but we don't just accept any one in this country. We cannot let our government use our money to pay for people from other countries who don't work and have no money.

Sorry. As a DV winner you are entitled to apply for the US immigrant visa and, if you qualify, go to the US to live. But the US government can't and won't interfere with other countries' immigration and emmigration laws...we have enough trouble enforcing our own.
