No, don't use the vinegar in place of the wine. The vinegar is much more acidic (acetic acid) and will definitely not give the same flavor as the wine.

I'd recommend not using cooking wine either. Cooking wines usually are poor quality and many have salt added to them. Most sources (books, shows, etc.) recommend cooking with a wine that you consider good enough to drink. Just remember that if the recipe calls for cooking wine and you use regular drinking wine, you may have to add a tiny bit more salt to the dish to compensate for the salt that would have been in the cooking wine. Try it without the extra salt the first time you're making the dish. You can always add a touch of salt afterwards, but you can't take the salt out if you've already put too much in the dish.

It will make a big difference. The red wine vinegar is a lot stronger, tangier flavor. Don't use any kind of wine to cook with that you wouldn't drink yourself. That cooking wine stuff is usually pretty nasty. If that's all you have on hand use it but unless you want more of a sour taste don't use the wine vinegar unless you're making a "sweet and sour" dish. If that's the case then you might could go with it, just make sure you use a lot of pineapple juice or something like that with it.

Vinegar is not cooking wine. You will not be happy in the least way if you substitute vinegar for wine. It will taste nasty and bitter. Always use the recommended products in a recipe. Only substitute when indicated.

When cooking with wine, a rule of thumb is only cook with what you would drink.

As many others said, vinegar and wine are not interchangeable. If you don't want to use wine, a better substitute would be broth/stock, beef stock instead of red wine, and chicken stock indtead of white wine. Or if it is a dessert, use juice. It won't have the same flavor, but it will be close enough that it will still taste good.

It makes a huge difference. Red Wine Vinegar is more acidic which will make it sour. Red Cooking Wine adds more body and flavor. Red Wine brings out the flavor in beef and if you get the more expensive one, it results in better flavor.

no no no don't use red wine vinegar. it would become so sour in the end if you did it.
if you don't have a red wine, try white wine instead.

It will be somewhat sourer. Spend a few $ and get a bottle of Chianti Classico for cooking. It's worth it - if you won't drink the wine, don't cook with it!
