Pacific Daylight Time.

If it's 1 pm PDT, then it is 1pm in California, 4pm in New York.

It's Pacific Daylight Time, and it covers the west coast states. The Daylight simply means that it is in Daylight Savings Time, instead of Standard Time. PST means Pacific Standard Time, and it happens after the October time change ("Fall Back"). Daylight Savings Time happens after the April time change ("Spring Ahead").
