It just means that your call cannot be completed... There are multiple reasons for that...

So, what you are saying is that God is not omnipotent enough to protect someone without some inconvenience. Death angels take time. God can not stop a drunk driver from being on the road. God can not kill bacteria/viruses God can not protect you from a false witness. The best way to block phone calls from someone bad is to fry your phone, not theirs, or not just block that one call. God can't fix electronics. What a moronic tale. But that's O.K. it panders to your preconceptions so you just swallow it all without question.

it means that you are calling a company using its full international code i used to do this to avoid ringing 08 numbers but that does not work now you get no route found. just ring the number without the international code

Call back later.
They still ise ground lines in a lot of countries. Uzbeekistan is probably one of them.

lines are not affected by route volume, the trunks between
switches are full, end result is the same, call goes to treatment instead of its intended destination
