Yes, he/she does because he/she now holds information allegedly suppose to happen in the future, and with that, the future action or event will have to become its correct outcome to make sure that the cause and effect value keeps a consistent power in ordering the incidents of each moment of time to keep the big picture(past,present,future) a whole, without creating different mini pictures because of cause and effect being changed by any error . The 2nd person, or prophet, would only be able to disclose information limited enough(or influential enough) to ensure the cause to happen, but also keeping the effect inefficient enough to actually change the big picture, meaning its not creating different mini pictures. So time would continue in a progressive pattern with efficient braces in allowing its past, present, and future to be connected even with prophets, or foretellings, still having acknowledged the future events wether they choose to share the information or not, would not be enough to disrupt time, and therefore it is why our laws make it so hard for us to find out or access future information, and if it were more accessed, this universe wouldnt be the same.
Well, I kind of made that up, but this is what I think, and I hope it makes sense to you. Hope it helped.

The reliability of the first person is vital. If the information is at all inaccurate then the prediction would be inaccurate as well. Also, since the events are connected by cause and effect, we would have to know if the second person's knowledge of the event might change the event. Thereby making it NOT occur. To be a prophet of God would require more than just betting on probabilities. It would require that the information come from God who has the power to make all things happen. Otherwise the person would just be a false prophet.

I'm now assuming that you haven't been awake for two or three days....or you are considering going back on the meds...Just kidding.
Your consistent assumptions are incomplete...Look closer at "Spheres of Influence" and the notion that nothing in this physical dimension is predetermined by indeterminable events yet to be physically experienced. 'Cause and effect' in your "Hypothesis" is not really a complete definition; On the level I think you are looking for I would say that not all 'causes' are equally 'affected', if affected at all. Einstein's 'General Rule of Relativity' excludes most of your 'event horizon' ideas. I'm a little confused as to whether you are attempting to discuss calculus or metaphysics. Metaphysically, I suppose it might be possible to 'see the future' but I'm certain you aren't going to be 'there' in the body you now inhabit. And if you act on the knowledge you gained by foresight then the sphere of influence has been distorted, or more properly put, actually become the future, when it physically happens of course. You understand that you can't physically occupy the same space at a different time. 'Time' will act to change 'space'. They are actually the same for purposes of this discussion.

No because you left out random; random thought, random action; random inaction;
For every posibility there is a random action which cannot be foreseen because bring random it could go in either direction or not, negative or positive in it's effect on the universe.
It's like 5 childen in school who disruptes in class and are given a spanking. The lessons from this is individual, and random,
1 will learn his/her lesson and not repeat this action, 2 will repeat this action though others (being sneaky kids)and not be blamed because of lessons learned, and 2 will escape punishment by joining the rest of the class as victims of the disruptions.
Of every decision we all make every day many are random and the universe or universes work the same way.
Even in the universe it is so large accidents and non-designed acts concure so often(more than all light years squared to the zith) so often that any conceivable influence by a single entity would be impossible.

The hypothesis is inconsistent in principle -- violates Heisenberg uncertainty principle. Let one of the events depend on whether an electron is detected in a certain region of space near an atomic nucleus. There is no way of determining, except on a statistical basis, whether the electron will be found there. Thus the question falls apart and can receive no consistent answer.

Prophets are simply smart people who did what they thought was necessary at their times to help out others. They wrote religions, they told people god exists, they invented miracles....whatever was needed to convince people of what they're saying....This leads to the simple fact that the use of the word "prophet" is wrong because this is supposed to be an age where everything can be verified....So in answering your question, this would make the second person simply a very smart person

The second hypothesis and the reason Dude 1 won't change the future are not logically connected.

I challenge your assumptions, but I will still answer your question.
Your arguement does not follow. All the "forget...change the event.." stuff doesn't follow logically (this isn't stated in your assumptions so...). Person 1 is a prophet. The other is simply a dude he told prophecy to.

Yowza.
I believe the effects of this question will be to cause either the Bible-thumping Christians to flip out or the philosophers to go, "Hmmmmmm." But that would be assigning two effects to a single cause, making me a prophet. :-D

The future is never written, but is being written at every moment. Our present actions and even thoughts for that matter shape and change the future.
