Just make yourself available (be outside and when you see them wave).........After they get used to you being there, they will come around........Probably don't want to pass themselves off as nosy..........(Even though some of them will be...........LOL)

Where I live, people come and go all the time. I've lived at the same location for 21 years, and in all those years, I have never once seen anyone introduce themselves to the other neighbors. I also never seen the existing neighbors go over to greet new neighbors either. These days, you don't really know who you might be dealing with. My advice to you is to let them greet you first, then introduce yourself.

I'm only showing part of the article since it is long. The link is below. Good luck in making good impressions and friends.

Etiquette for New Homeowners and Neighbors
by Mark Nash

Making a new neighborhood home can be stressful, but it can also be filled with adventure. In our efforts to be good hosts, neighbors and guests, it makes sense for us all to take a moment to review what's proper and what's not in your home and the home of others.

Do:

as a new homeowner:

Host your own housewarming party. If you're a new homeowner, invite friends and family over to see the new place.

Be open to learn from neighbors with different cultural backgrounds.

Wave to your new neighbors if you don't have the time to talk.
when welcoming new neighbors:

..... and more

That depends on the neighborhood. if it is like a condominium type or apartment building, I normally introduce myself first. If it is a house then I normally wait a couple of days for the neighbor and if they don't come over then I go over.

Most people loath person to person neighborly contacts, and perfer "on line pretend friends" as their main social network.

If you tried to introduce yourself, you'd be called the neighborhood loony toon! So with that in mind...stay indoors and find pretend friends online.

I always am polite but keep my distance from the neighbors cause that usually just leads to trouble if you get into a fight or something!

do what you need to do, as in work around your house or apt. ie take out the garbage and do laundry, wash the car. Dont take em a friken bunt cake or anything, just meet em nonchalantly.

i think it'll be good for you to introduce yourself 1st... at least will show the new neighborhood that you would like to get along with them.

Just be friendly and wave to your neighbors when you see them and they will warm up in short order. The days of the Welcome Wagon are gone.
