Your best bet would be to go to a shelter. They do give the animals away, but request donations in exchange. This is how they keep the shelter open, feed the animals, and pay the people who take care of them while they are there. This fee is put to better use than pet stores who only do it to make a profit.
Another option for you, since you live in a metropolis, is to check the paper or craigslist.com. People sometimes have dogs and puppies they need to get rid of and don't want to give them to a shelter, they just want them to go to a good home.

animal shelters wont give puppies for free because....the care for the dog isnt free and they want to ensure you arent afraid to waste a bit of cash on your dog. Did you know things can get pricy? My dog had a random sezure once and was rushed to ER and the bill was only $800. Some people end up with over $10,000 in vet bills. Are you sure you really want this?
Also good food costs about $30 a month. Im talking no foods filled with by products and preservatives that limit your dog's performance and life. Also they might not digest cheap food so their poo will get caught and that beautiful malti fur.
what about grooming. Maltese MUST have good shampoo's or their butt might stain....same with eyes and mouth. Plus of course they have long fur....unless you want there to be a stain coming from your dog's butt.
On the other hand you can check craigslist.com. people give away free stuff all the time. just click free lol

The words Adoption and Free do not go together. Pound dogs have been vet checked, shots updated, wormed, heart worm tested, spayed or neutered, so they DO charge a fee. And you want a purebred Maltese?? People with jobs can't afford those dogs! Get serious. Look in the paper, you should be able to get a perfectly good mutt for free. But if you can't afford to buy a dog, how can you afford food, vet care, grooming??

You can go into any shelter anywhere in New York and possibly find the love of your life. In the end you may find that it doesn't have to be a specific breed. All animals need love and a home. Most shelters only ask a small donation. Surely that won't be too much for you. Give it a try, and best of luck

With that said, they will never adopt a dog out for free. If you can't afford $100 for it now, how will you afford the vet bills when it's time to get yearly shots? Dog's tend to average $800 - $1000 dollars per year, depending on the dog. The SPCA website has a good cost calculator you should check out before commiting to 10-15 years of owning a dog.

Look up the ASPCA. Call and find out where the closest one is and go get a new best friend. There is always an adoption charge tho so it will not be free. This will include the shots and being spayed/neutered.

Your local newspaper may have listings for free dogs in it; some of the best pets I have ever owned were given to me. However, I wasn't picky about the breed, and they were all mixed breeds. To this day I feel they are healthier than pure breeds and have the bests of both breeds. I choose mixed breeds intentionally. However, if you are looking for a pure breed and can't afford to pay for one, do you think (no sarcasm or ill will intended) that you can afford the care and (for lack of a better word) upkeep of a pure breed? I have a pure breed now, and she requires vet trips many times a year, and expensive special food. Just something to think about. Take care.

Probably a shelter, if not free for a very low price. Malteses are cute by the way :), My grandma has one.

i don't sense that you're able to be helping a "outdoor" breeder. This replaced into an unintended breeding, best? Your chum will provide the pup a reliable abode, and be to blame. I merely desire the those that own the mummy canines, receives their canines spayed at the same time as the doggies are weaned at 8 weeks previous.
