JUST the vapors? Nope. They're only flammable if mixed with oxygen. (If you release gas vapors in a vacuum, then introduce a spark, nothing happens. Mix in some air and you get a dangerous mix)

Gas is flammable. Put it on the ground and toss a match on it. Your will get flames. Gas fumes are combustible and will go BOOM!! The internal combustion engine is the perfect example of liquid gas vs gas vapor. The fuel is compressed into a gaseous state, the spark plug ignites and a small explosion occurs in the cylinder. That energy transfers to your wheels and you go, go, go!

The vapors are actually what burns. The liquid itself does not burn. An almost empty tank is far more dangerous than an almost full tank because of the increased vapors.

They can be when mixed with a suitable percentage of oxygen. Check out LEL (Lower Explosive Limit) of LFL (Lower Flammable Limit). Vapors can be too lean, too much oxygen, or too rich (too little oxygen), to burn but in a general sense, yeah, they are flammable. Be careful! Fire bad!

A Better word to describe the vapors inside of a gas tank would Be EXPLOSIVE RATHER THAN FLAMMABLE....

But then I'm just a chemist...

Yes...very flammable. But there is so little of it to do any damage.

For example, Oxygen, which is way more flammable than gasoline, is both extremely flammable in it's solid, liquid, gas, and vapor forms.

If you mean the gasoline tank of a vehicle, yes. If you're referring to a gas cylinder, it depends on what gas is in it. Usually they're just nitrogen so they're not flammable.
