govts are created to form a unified body of control. rather than have everyone do their own thing or what have you, groups of people come together to decide how things should be run and so on. in THEORY it was a good idea. sadly no govt realy WORKS today.

You get enough people together - and there needs to be some type of organization - Anarchy is not sustainable as a political system...
Besides, there are always those weak souls in a society that crave power, and they tend to force themselves upon systems, putting themselves in control, if possible...
