She's a 1 year old bull mastiff. Is that spelled right? Anyway she rubs up on you like a cat and purrs and moves her head around like a cat. It's wierd.

Yes, sounds like this are fairly normal in dogs with "smooshed" faces such as pugs, boxers, bulldogs, etc. They make a variety of odd sounds such as snorting, snoring, and wheezing, all of which are normal and most of the time healthy.
