I saw a special once that showed how panko is prepared - It is wheat bread dough but it was sheared off in sheets, baked, then dried so that it was lighter and stayed crunchier.

"In Japanese, panko refers to all types of breadcrumbs, not just the flaky variety used for frying."

Panko is made from wheat bread. It has a crisper & lighter texture. When I make blue-corn crabcakes, I use panko.
