Go to English language schools & help out some Mandarin speakers with their English in exchange for them helping you practise their language. Hopefully, you get a few new Mandarin speaking friends that you can hang out with and socialise in Mandarin with them. Otherwise, go to China or Taiwan.

Honolulu, San Francisco, L.A. or Portland Chinatowns all are very Fluent in Mandarin.
Honolulu is probably the most in the fact that you will find many business's advertise it in the Yellow Pages as well.
