They don't work at all unless the targeted person believes it works and knows about it (placebo effect).

Yes, spells do work! Spells are like prayers linking the physical action with the focused prayer. There is no spooky mist that will rise up and devour you. Ghosts or whatever will not be after you. Spells may contain recipes, ingredients, also using the words you speak to an all encompassing higher power; and have a certain time to perform them for what you desire. By, the way you should not punish yourself from having what you desire, as long as it hurts nobody including yourself. The spells will work if you be live in your intention and will work best if they are done ethically.

There is no credible repeatable evidence that spells or magic
incantations have any effect - other than if the targets are aware
that they are being targetted and have some level of fear.

Its not that the spells have any effect - but the fear does.

People who don't believe in voodoo are pretty much immune to it.

Yes, magick works.

ANY required Change may be effected by application of the proper kind and degree of Force in the proper manner through the proper medium to the proper object. Every failure proves that one or more of these requirements have not been fulfilled.

The affect depends on many variables.

Spells on other people can work if both parties involved (the caster and the castee) believe in it strongly enough. For the most part though they aren't that effective.

If you want to find out more about this, then read "The Bushman and the Spirits" by Barney LaCendre. He tells a story of being a shaman and how this worked out for him.

To answer your question

There was a preacher who was preaching at a church, and the night he was preaching there just so happened to be a practicing witch there, she became very angry as he spoke Gods word. When she went home she sent two bad spirits to this preacher, he tossed and turned all during the night and couldnt sleep, he finally got up and said thats enough, He then commanded the spirits to leave and go to where they came from and torment the person that sent them until they repented, the next church service this witch came in screaming, calling into the air for the preacher, saying " WHERE IS HE " over and over, The preacher knew he was the one she was refering to, he walked calmly over and asked what was the problem, she said , they wont leave me alone, what did you do, I am tormented day and night, and cant sleep, something went wrong I sent them to you. He then told her what happened and that His God was way more powerful than hers, she repented that night and was filled with the spirit of God.

The only effective spells are the ones done on the caster's self.

As I understand it, Wiccans don't "target" people for bad things. What they might do to someone who has wronged them is invoke a plea for justice to come to the perpetrator.

If by spells you mean drugs like morphine, then yes. If you mean witchcraft, then no.
