Why do you need a website to resize a picture?
Can't you just right-click on the picture, select Format Picture, click the Size tab, and set a new size?
You should increase the size a little at a time in case your resolution is not good.

If you need a site to just simply resize your pictures, then resize2mail.com is your best choice, clean and straight-forward process. Why go to a website? If you're using windows, you probably have a program called "paint" on your pc. Copy your picture into that, then stretch/skew it to whatever size you want.
