If he is eating well and eliminating, then it may be a reaction to being away from his mother and litter mates. Give him extra attention hold him close to your chest so he can hear your heart beat. If he sleeps on his own put a ticking clock under a blanket for him to sleep on.
If none of this works you should call your vet for some advise. He may be in pain from something not apparent.
Also check his stools...he may have worms...sometimes a cat will wimper if they are causing pressure in his intestines.

You really should take your kitten to the vet, at that age whining all the time, like you are describing is most likely a medical thing. Uterine infections are common in cats, and it can cause them such discomfort that they whine. If left untreated it can cause major health problems and even death. Better safe than sorry. Go to a vet.

I guess it all depends on how long you have had the kitten. Generally I have found that kittens tend to cry ALOT. Kind of like human babies. Trust me when I say that they won't stop communicating with us they will just change their tone and if you have rescued your kitten...he will be indebted to you forever. Animals tend to adopt us as opposed to the other.

He whines because he wants you to pay attention to him. If you cannot do that, then you should not have a cat. You need to play with the cat and hold it and love and care for it. My cats do that too. When they do, I pay attention to them.

The kitten in in heat...he/she needs laid....it may seem a little young, but that's the problem.
