If it plays DVDs ok, there is probably nothing wrong with the TV. I assume that you are getting static when trying to pick up broadcast TV. Then the issue is how you are receiving those broadcasts. There are three possibilities: Cable or satellite, off the air (OTA) from an antenna using a separate receiver box, or OTA using the set's built in tuner. Only in the last case is there a possibility that the TV is at fault.
If you have cable or satellite, call the provider to have their equipment checked. If you are using a receiver box with an antenna, you may have to replace the receiver. If you are using the set's built-in receiver, you can get it repaired since it is only the RF front end that has been damaged.
In any case, a surge protector would not have helped you. Most surge protectors are not good enough to protect against lightning induced surges anyway.

There is a good possibility that it's not damaged, it could just be the cable co. But to find out, simply hook up a VCR using coax, play a prerecorded tape, and put the plasma on channel 3. If you can see it then your tuner in the plasma works. If it's still static then I would suspect the tuner got zapped. Lightning could have hit the cable and went into the tuner. This is repair isn't going to be too high, but nothings cheap about repairing plasmas.

You should plug in a different device to the input that is giving you static. If it works you have a problem with your cable and not your plasma.

First of all, don't buy plasmas, they break easily. And...uh...check with your cable (or satellite) providers to help with the static.
