abolutely not! (just in cartoons!)
if you have taken biology class in school you would know this.
dogs and cats do not have the same number of chromosomes in their DNA, so it's impossible.
Though, what is possible is if you take cats in general for example (wild and domestic), those you could interbreed, but sometimes it's not always possible. An example of a successful one is the Liger (lion and tiger hybrid).
But if you think a dog is "part cat" it's maybe because it may have characteristics that look like a cat. (my dog has long hears, but I certainly don't think that it's part rabbit!)
But don't forget, dogs and cats both have a common ancestor from millions of years ago, so that's why a certain dog or cat may look similar. (or may have a similar behavior like pouncing on something that moves)

2 distinct species of animals can't mate and convey offspring. A canines and a cat are distinct species, so, no, your canines isn't section cat. Your canines would act like a cat if for some reason the canines replaced into round cats yet i imagine also you've an particularly slender view of what dogs could act like. All dogs are distinct, with distinct personalities, and they act distinct. As for the hypersensitive reactions, human beings can change into allergic to issues as they boost up yet likely you're allergic to something else contained in our environment.

I'm not sure what kind of question you're asking, if your're talking about their personality or if they have certain genetic relationships with cats.
In personality, yes i've seen some dogs that act like cats an cats that act like dogs. Its normal.
In the genetic way, yes they have an common ancestor. If you notice they have exactly equal paws.
