Tell him one more time but tell him next time you will call the police. Alternatively have 100 of your closest friends over and throw a massive party. Be sure to have lots of Alchohol and friends who will do stupid things while drunk (Mainly bug your neighbour) See how he likes it. :)

You contact the condo management, there should be a clause in the lease that prohibits loud noise during the middle of the night. Your city should also have an ordinance against it, so if all else fails, call the police. Good luck.

It's not your job to confront this person. You need to document the times etc, and let your landlord or rental office know. Keep calling EVERY time it happens. I know it stinks, but what else can you do? If they don't take care of the situation, send them a certified letter of your complaint and a copy of the documented times, also document every call to the manager. If they fail to resolve the problem for you then you are no longer obligated to complete your lease. Good luck

It seems like he is not trying to make noise and since he is apologetic about it I would again confront him nicely. You don't want to make enemies with your neighbors over a little noise. I would ask him if he would please be mindful of the noise at night as you have to get up early and go to work. Tell him you understand that he is going to make noise in his everyday living but that at night could he please try to watch the noise level. This should do the trick. He seems like he doesn't want to cause any problems. Good luck.

If he was quiet for several weeks, then he did respond to your request. Unfortunately it is hard to tiptoe around all the time. Apparently he is a night owl.
You could ask the manager if they could require upstairs tenants to have carpets. That might cut down some of the noise from walking around. Or you could ask the manager if you could switch to a different apartment. Remember if you move upstairs that you will be the one having to tiptoe around.

Complain to the management and call the police and make a formal complaint. Get other neighbors to do the same thing and before long they will be kicked out.

You need to talk to your neighbor again. If it starts up again after that, I would talk to the HOA and my landlord. Another option is to call the police and file a complaint. Hope this helps.

Talk to the caretaker or landlord of the building, and tell him your problem. He or she is supposed to take care of the problems, it shouldn't be up to you to deal with it. Ask if there are anymore options availibel if the living situation becomes to much of a problem and/ or nothing seems to change.
