I don't know, but I stopped to help an elderly disabled man outside a store a few days ago. He was in a motorized wheelchair and had two prosthetic arms. I put his purchases in his back seat for him (next to two cartons of cigarettes) and started his car for him while he put his wheelchair on the lift on back. Then I took a cigarette and lighter out of his shirt pocket and lit the cigarette for him. I didn't ask, but how can he have a driver's license and a steady nicotine habit with no hands? And no, I didn't tell him smoking was bad for him. Since he had enough determination to learn to light a cigarette and smoke (and drive?) without hands, there is no argument in the world that will convince him to quit.
