Your question is very hard to answer due to the fact that morale values change all over the world. Italy has topless and nude beaches, therefore they can't have high morale values? Unless you are from Italy and then its just normal and moral for them. If your question is what country has the best moral values in the eyes of the most people from that specific country. They would all probably answer that their own country does.

I don't think that it is as much as a country as much as it is a religion that rules what the people do for it to be considered high Morals.
