Change to a kibble that has no corn, soy or wheat..Solid Gold has a great hypo-allergeic formulas, as does Wellness, Wysong, Innova, and many others..Ask at your pet supply shop (local, NOTa chain store such as petsmart,etc),These kibbles cost more per bag, but less per month.
If you prefer, you can make a homemad dog food..this recipe will only need to made every few days, and you can store it, and then serve it warmed.

A diet of lamb, rice and kelp will help.
Cook the white rice with 3 cups of water per cup of rice, and cook until all is absorbed. Grind or chop the lamb and feed it raw, mixed in the rice with a spoon of sea kelp..You can add vegetables in season, including yams and peeled potatoes. Avoid tomatoes, corn, onions, cabbage, grapes (or raisins) ... You can add or exchange lentils for the rice.
Your grocer will have kelp in the health supplement section, or your drug store, or healthfood store.
Most store bought meats have growth hormones, and antibiotics, given during the growing or 'finishing' feeding. but lamb is not fed that stuff.
The kelp makes a big difference.
If your dog doesn't like the rice, you can boil fresh fish (not farmed) and pour the broth over the rice.
Don't cook the kelp, but stir it in before serving..about 1 teaspoon per feeding...twice per day.
the above recipe will last for several days, so you don't have to cook daily, but most dog prefer it warmed..
If the lamb is too lean, this diet might cause hard stools..you can add 2 teaspoons of canned pumpkin, oat bran, or olive oil if there is constipation.

I think it does sound like allergies. If the test is far away and expensive anyway, maybe you could call your vet and ask for him to help you. Doctors give humans allergy medication even though they have not had an allergy test (my doctor prescribed me some!). So he may be able to give you some medications to try for your dog, and if these do not work then you may have to do the test. But a veterinarian should be able to help with allergies before sending the dog tot get tests.

I'm sorry to tell you, but it probably is allergies and your dog is going to have more and more trouble. Possibly you could contact your vet and explain the situation. Maybe you could work out some kind of deal for treatment for your dog. It wouldn't hurt to ask. Your dog deserves it.

Tell the vet that you heard that other people have had over the counter antihistamines recommended and you would like to try that first. Ask for the safe dose for your dog.
