My grandmother was born 1901 in Garston, Lancashire (which is now part of Liverpool). The area was very depressed and impoverished... most homes did not have running water until the 1950s. The main industry was the docks and shipping.
I imagine "St. James Street" was the district (or parish) your father was from.
Miss Bert's, a home for children, was located in Liverpool and responsible for sending many children to Canada during the British Child Immigration Scheme (my grandmother was a "Home Child" via Miss Bert's - you may also be familiar with Barnardo's Children)... a very poor area in parts and most struggled.
Children did indeed live on the street alone, known as "waifs and strays". Rather than deal with the problem and look after their own, the gov't allowed them to be shipped here (also to the USA) and put to work as labourers. Some were simply picked up off the streets and sent through the homes. There are known cases where the child's family was not aware of them being shipped off, until they had already gone - poor families of course. Many were abused, not fed properly, not educated (as agreed supposedly), and treated as outcasts... the scourge of society by some. I believe the gov't recently apologized (not that many are alive to hear it, g-mother died 1996 aged 95) and have a program to reunite them with living family.
This 'immigration' was continued into the 1930s (I believe). If your father was a "home child", I suggest you read "The Little Immigrants, Canada's Home Children" (or something like that) by Kenneth Bagnall... very insightful. A shamefull part of Britain and Canada's past... but one that helped populate Canada. I believe the number is 33%, of Canadians have a Home Child for an ancestor.
I hope this gives you an idea of the times your father lived through... whether it was there, or here as a homechild.

Born in the street!? Wow. Most streets in Liverpool are pretty busy. He was lucky to survive. Why do you think looking here will tell you anything about 1913 Liverpool? Looking for somebody older than 100?
