You didn't tell us what breed your puppy is..that makes a big difference on whether he will be compassionate, or prey driven. So, I'll give both methods of training here, and you try them both..Some dogs and some breeds ARE more compassionate than others..
You always try the most positive method first:
Some ideas for discouraging finger chewing: when your puppy clamps down, let out a very loud YELP in imitation of a hurt puppy. Then, fold your arms and ignore him for 10 minutes. With very young puppies, this sometimes works wonders - it's the same thing that happens when they get too rough with another puppy. The wounded puppy yelps and runs off, refusing to play for a bit. The yelp must be startling enough to stop the behavior. If nothing changes, you probably weren't a good enough actor.
That should do the trick, unless he is prey driven, however, if it doesn't fix the problem this will work:
To introduce an element of "natural discipline", grasp the recalcitrant pup by the scruff of the neck with one hand, place your other hand over the top of his muzzle, gently pressing his muzzle towards his chest as you say, in a low, growly tone of voice, "No BITE". If they begin to throw a tantrum and thrash around trying to bite, just hold the line until they "give in" and "say uncle" (quit resisting). You should not find it necessary to get aggressive with a young puppy. Simple restraint is usually enough to get the message across.

You need to cry out loudly and let him know it hurts. Some breeds take longer to stop the biting. He may have been taken away from his litter mates to soon, and that's how they learn how hard to bite. The other puppy yipes and lets them know it hurts.
Try to get him around other dogs every day.

Have you had him since birth? It may be that he has learned to associate crying with biting. Follow #1's directions to work on retraining him not to bite. You may have to get Pavlovian and also offer treats if you want to switch all the way from biting to licking.

Pop him on the nose and say "NO!" firmly, every time he bites. And depending on what kind of dog it is, it will learn soon.
Also it is a puppy, so be nice, puppys allways bite. He/She will stop biteing so much and then do what I recommended above.

He not trying to hurt u he just is upset that u r sad. He is just trying to make u feel better in a odd way. All dogs hate it when their owners are upset. Every time he dose that for now on say NO in a serious way or tap him on the nose.

Ur puppy just wants attention. My dog is a year and months and he's still wants attention! but u have 2 spend alot of time /w ur pup! Good luck!

Maybe he gets scared, or doesn't really understand what is happening to you. If you wanna teach him not to bite you; you have to tell him no to do so. Dogs understand what we tell them you just have to talk to him/her like a person.

I don't think he means to hurt you, it's his way of getting your attention. If he bites, lightly tap him on the nose and use a stern voice telling him NO
