You could, but I don't think you would get the effect you are looking for. Finely shredded potato works better. Zesting is usually confined to the skins of citrus fruit.

You would end up with a Potato Peel, ..."Zest" is the outermost skin layer of citrus fruits which contains flavorful aromatic oils.

I believe only citrus fruits can be zested

Anyhow, why would you want to? It can be done, but the result would be pretty tasteless.

No. You can use a box grater and grate one to use in latkes.
