I know this one! If you ever get a chance to go to Folkestone (in Kent), go to the rock making shop there: you can see them make it by hand.
Basically they make a really big fat stick of rock, about 30cm diameter and 1m long. So they can make all the letters, as they're big. Next they roll it a lot, until you get bits 1.5cm diameter, which they cut off into desired lengths. Great fun to watch, and lovely stuff to buy. The pineapple flavour stuff is gorgeous.

The shop in Great Yarmouth is Docawars in Regent Road. I live in Great Yarmouth and I have seen them it is just as some people have said. A large bar is made up from pieces of rock cut to shape then rolled and rolled so it get smaller until it is small enough to cut lengths off.

There is an episode of the kid's programme "Come Outside" where Auntie Mabel and Pippin the dog go to a factory to watch how they make a stick of rock. If you watch CBeebies repeatedly for months you may eventually catch that episode! Either that or contact BBC.
If I remember right they make a giant stick of rock and fold the colours in to form the words, then the machine stretches and squeezes it to reduce the size and Hey Presto you have a regular stick of rock.

When they make a bar of rock candy it is much thicker and the words are put in in different layers. After the words are put in they keep rolling the rock untill it gets smaller just like rolling out putty into a thin bar.

There's a rock shop in Great Yarmouth where you can actually see then make the rock with the lettering inside it.
I still don't get how they do it but it was facinating to watch!!

After everything's been mixed together it's rolled out flat on a very large baking tray and the words are laid out and pressed into the mixture while it's soft. Then they roll it up and make into rock.

they roll in in sections and then it all goes in together, if you can go to Great Yarmouth in England an they have a sweet shop where you can watch them making all the rock that they sell it is great
