The sap or blackjack? Its like a long skinny leather pouch that has some lead balls in it.

I suspect you have a sap in mind. This is a piece of leather with a spring in the middle part and lead shot in the end. It was very painful for the suspect and did not usually cut the skin that it contacted.
There were also billy clubs or batons/night sticks. Otherwise it would be hard to say with out more detailed information or a better description.

Billy club, night stick or truncheon. They're all one in the same though.

I suspect you're thinking about the Blackjack but that was never a police weapon as it has too great a chance of killing the suspect.

I believe they were called slapjacks, not blackjacks but i could be wrong. All i know about weapons used to beat people over the head with i learned from wrestling.

black jack...It was a leather handle with a lead ball in a pocket at the end...made them illegal to carry because they could cause serious skull damage. I was a NC State Trooper and we carried them until '92

A "Sap". Leather apparatus filled with lead pellets. Fits nicely in the palm. "Open your mouth one more time, shitbag, and I'll SAP ya!" Very effective.
