Alcohol should not be necessary. It is harsh on plastics and tends to dull them. And it dries out stuff you put it on. The first responder said he uses water if necessary. I have done that before. Mostly, I take such good care of discs that there is no need for water. I use a smooth cloth, sometimes I use felt. You are supposed to move the cloth from middle to end but not around the circle.

Just use water and a soft cloth, something lint free if possible. Alcohol will dull the plastic and can remove paint from the label side of the disc. If there is something stuck on the disc that is hard to remove with just water, don't keep wiping at it. Lay a wet paper towel on it and continue wetting it lightly for 20-30 minutes to soften it up and it should wipe off easily then.

Yes, they can be and I have done it.
However, it is rarely necessary to go that far. I have found that rinsing off the dust under a faucet and wiping the disc dry RADIALLY with a microfiber cloth is just perfect. All greasy spots gone, no risk of scratches, and no lint at all.

You can clean them with rubbing alcohol, or soap and water. Rub them from the label outward; never rub in circles.
