he and i have been friends for about 14months,after which he asked me out[that was 3yrs ago] then i was 18 and he was 23, i told him we should take things slow and just remain friends.Now[3yrs after] i feel very okay about dating him, always thinking of him, calls him more often than he calls me.............but i didnt know how to bring up the subject,so i called him on phone 4days ago and i asked him if we were just FRIENDS or if there was something more..............and he says "He doesnt know the answer to my question"
Does it mean that he no longer wants to date me?

He was upset that you rejected him the first time, and he probably wants you as a friend with benefits. He doesn't know how to say that and he wants to protect his feelings.

Yes. 3 years is a long long wait. I know it becos I waited for a girl for 3 years + 8 months. In the process I rejected 16 other relationships whith nicer girls and I have some regrets. Sorry I am single-minded and don't two-time/cheat.

Now i feel slightly pissed whenever I see her becos I wasted youth, chances and a few grand on gifts every V-day, Birthday and X-mas. Even if she wants to get together now, I will not. It is not about revenge or anything but just no more feelings. I am happily with another great girl now and making big money and good luck to you my friend.

Suggesting spells to gain control over another is a no-no.

I would suggest that if he asked you out three years ago and you said no but now three years later, you'd like to, stop beating around the bush and tell him that you're interested in dating him now and would he like to?
