Sounds like either the tester is not working good, or the computer test hook up is either has corrosion or a bad wire. Try spraying some wd-40 on the connector and try again. Be sure that the 1 wire pig tail is connected into the test equipment. This may sound dumb but be sure you are hooked up to the EEC connector and not the 4 ABS connector, both use the same connector and I have seen people do this before. Worst case it is the PCM bad.

The two Ford vans I've owned had the check engine come on when it either needed water in the radiator or oil added.
The dealer and two shops couldn't find anything wrong with it. The same thing with a '90s era Ford Windstar...the electric right passenger window works again, but the driver's side won't. Another peculiarity for Windstars '95, there is a leak from the water pump, peculiar to that model. We've been told we need a new water pump but a reliable mechanic told us otherwise.

Which tests are you doing...As I remember there are 2 kinds of tests for Fords. 1 is key on, engine off, and the other is key on, engine running? If you only did the first, then you need to do the second one to get your codes.

If its the check engine light, there will be a code in the memory. You are working with EEC IV

Disconnect your battery cable for about five minutes, tha will reset your computer.
