It means she is a small breed and prone to tooth decay. If you value the dog, take het to the vet and get the teeth cleaned and all the rotten ones removed!!!!! Tooth decay and effect the heart and kidney function also, since the bacteria from the teeth can enter the blood stream. The dog will need antibiotics also. If you do nothing, her teeth will all rot and she can be very unhealthy and have a very sore mouth!!!!!

It certainly sounds like your dog has dental disease. It's not uncommon for small dogs to have a lot of tartar build up, leading to the gums receding and gum disease. It's too late to chew on bones. The tartar will have to be manually removed by the vet.

Your vet should have the proper equipment to clean her teeth. Some scape it by hand and some have ultrasonic machines that remove the tartar as well.

She will have to be anesthetized for the procedure and her mouth will be tender for a few days after the procedure. If her gums are badly infected, the vet may give her a prescription for an anitbiotic. You will offer her soft food until her mouth is healed and then you can offer her hard dog biscuits to chew to help prevent the tartar from forming again. Also, the vet may recommend that you brush your dogs teeth. Most dogs get used to it and some actually enjoy it.
