dogs always try to smell people's crotches, nothing to do with cleanliness! I would tap him on the nose and say no, I would keep doing this, but if he keeps doing trying to sniff I would just ignore it or avoid the dog.

You might want to clean up better down there.. Dogs have a more sensitive sense of smelling than humans do.
