If they enjoy being sprayed like a bath, then that's good, and by all means continue (but stop if they don't like it, and try providing a dish of water for them to splash around in at their own liking instead. My birds love this.)
However, I would take care in cold weather when bathing them. Make sure that the room they're in is plenty warm and there are no drafts so your birds don't get sick.

Its not advisable. Budgies get chilled very quickly,which can kill a small bird in no time. Always keep your Budgie warm during cooler day's and keep him/her out of any draughts.

If you do mist them in the cooler weather you need to make sure they are in a warm place. Parakeets can catch a cold very easily and it won't take much for them to get sick and die.

As long as they aren't in a place where they might be in a draft or cold. I'm assuming they would be inside and in a warmer area of the house. I see no problems with that. It helps keep them clean and the dust down.

Spraying is usually used to give them a bath not to cool them down.Always use luke warm water.Don't over spray.And yes all year round is great!♥
