I'm not sure about a theorist, but my kids knew not to say 'Amen' to a prayer led by someone praying for things other than outlined in the Bible.
They didn't amen it regardless.
Better to be that way than to acknowledge a prayer that's probably not accepted by God.

maybe since it's rests on sort of "pyramid" structure where an elite group rules the rest, it feels that the elite group which promotes school prayer would be in essence, dictating the religion of the legions below them.
