This is in San Jose California. Is this legal?

Your question is in need of some specifics.
Do you mean set up a booth on the sidewalk and sell books? Or just happen to be on the public street and sell a book to someone.
There are city ordinances that require a vendor to have permission to operate a streetside venue. So if you're just offhandedly selling "a book" or "a small batch of books" to a person and you happen to be on the public street then that's probably not going to even be noticed. (Although technically you could still be violating some city ordinance)
But if you "set up shop" and "hawk you wares" to passersby, even on private property you will have to comply with the city ordinances that governs those actions.
Go to city hall and find out what the requirements are, or take a chance and suffer the repercussions if you get cited.

It's illegal to sell anything out in public without the appropriate zoning permit and vendor's license.

Depends, how your school works. At my bro and sis's school, they can sell back their school books to other students who will need them for the grade they are going into and then use that money towards the buy the books they will be needing for the grade they are going into.

If yard sales are legal it is legal.
If they are texts from a public school, no.
Private school or college textbooks would be OK.

You probably have to have a permit. This would be decided by city ordinance.
