for making your own music there are many options such as acid or reaper. I've included links to both below.

For recording your own voice, you can use those programs as well as a simple application like Sound Recorder that normally comes with Windows.

there are lots of software out there that record. your OS will prolly have a lite-version of something like it.
for heavy-duty recording and sound editing however, you may want to check out Sonic Foundry's SoundForge software. i use it all the time.
