press tool button on your browser and go to
content then choose which pop up blocker
settings u want

Your AV program probably has it's own pop-up blocker. Disable that too.

And click TOOLS above the browser bar, select POP-UP BLOCKER, and make sure it's disabled there.

try holding down the shift key while clicking on an image ot the thing that wont open this may help, it could be windows own pop up blocker stopping you from opening new windows.

If you have windows XP, i'd check out your security settings. and adjust them accoridngly. Why are you wanting to turn off your pop-up blocker anyway?
