Silly Sam talking broom
Play-doh (great for highchair when I'm getting dinner ready)
finger paints (crayola makes a no-mess kind)

Dancing to radio
Hide and seek (obviously with much simpler rules)
Chase the baby/I'm gonna get you
Songs with hand motions (Itsy bitsy spider, If you're happy and you know it, etc.)

Books:
Goodnight Moon
Chicka Chicka ABC
Snuggle Puppy (or any Sandra Boyton book)

My 18 mo. twins love plastic animals, especially the hippo and the tiger, but that's probably because we just went to the zoo. They love to sing "head and shoulders knees and toes" and their favorite book is "Dear Zoo" (and it was even before we went to the zoo.)

my 18 mo valerie loves her airplane, it's a push toy she can also sit on and scoot around with her feet.
