Is the serial number an SSN?

Put the name into the LDS Family Search Data base. You might get a match on the serial number and SSN. Also, LDS might turn up a list of people by that name. Other related sites may help. If you get a death location, get the death certificate, or OBITs from the news paper.

Without more detail on your Goal with this person, difficlult to recommend a course, except to follow the trail of records. Birth, Death, etc.
