Because you're not allowed to as a safety measure. It's possible to replace the toothpaste in the tube with a compound that can be mixed with something else on board to make an explosive.
Watch the news and this will be immediately apparent.

because there are crazy people who like to come up with clever ways to blow innocent people up. I hope they eliminate carry ons all together. Its been my experience that most the people that travel with them try to pack a weeks worth of stuff in one over sized bag, then inconvenience everyone trying to board and depart the plane. But back to the point, If you think that this is to much to bear. walk, drive, or take a boat, but don't wine about situations that concern making it safe for everyone.

Apparently, a tube of toothpaste can conceal explosives.
Try Brush Ups - they come in little separate packages - sort of like bandaids. You put them on your finger - and run them across your teeth
They have a waffly side to help "scrub" and toothpate/mouthwash substance.

Due to the recent (Thursday) terrorist attempt at Heathrow London, all gels and liquids and anything that could contain either are banned in carry--on luggage. Put it in your checked luggage or buy it when you get to where you are going.
