And it is. Your premise is shaky. In 2002 a Harvard Center for Risk Analysis said the number of US fatal accidents involving cell phones could be from 800 to 8,000, per year, a variable so wide as to suggest there is no reliable information. Nevertheless people start to quote such ephemeral statistics & soon it becomes "common knowledge" that "thousands" of deaths are involved.
The known facts suggest the real figures are even below HCRA's lowest guesstimate. The US has been averaging about 42,000 traffic fatalities a year. The State of California's, drivers rack up about 10% of all US traffic deaths. The year before the HCRA's publication (2002) the State of California released an actual statistic, based on information provided by their crash investigators. They said a total of 31 accident deaths could be attributable in part to cell phone usage. If we extrapolate that out we are dealing with closer to 300 some deaths involving cell phone usage nationwide.

Everything in life carries a risk. People die in cars when they are not talking on their phones, so why do people drive at all?
The answer:
We have lives to lead and risks associated with them have to be weighed and decisions made. Some people think its a risk worth taking. Life is a series of risks, we takes risks stepping out of the shower on to a tiled floor, risks crossing the road, risks are everywhere.

Same reason why people still drink and drive.. some people have no respect for themselves or others and think that "it wont happen to them" until they wipe out a whole car load leaving a little baby with no parents or siblings...
