Good all round image programme, and open source too: "gimp" look at: http://www.gimp.org/
For quick general image manipulation, this freeware: "irfanview" look at: http://www.irfanview.com/

I am not sure what you mean by "fixing" pictures...
To improve your pictures, cut them, restore them etc, the best program is Adobe Photoshop CS (from www.adobe.com).
To make smaller pictures, I suggest using Easythumbs. Just search for Easythumb on Google, I do not remember the site. It is free.
For ICONs (that is "somthing.ico"), use Iconforge. This one is not free, (sõme 30 quids), but you get a 30 days trial free... and you can download it again after 30 days!

try downloading software that lets you create or make icons ..
you make also use adobe photoshop .. or picasa

i use Irfanview for basic photo editing , and it will make thumbnails. and for photo organizing i like picasa
