I don't know about any government programs, unless your handicap or disability is government related.
I have sold many vehicles, though, to persons with handicaps or disabilities.

Since each persons NEEDS are very different, most people in your situation purchase NEW vehicles and have them adapted to suit the individuals needs.

Ford has a program called "Mobility Motoring" where they pay for all or part of the modifications made to their vehicles to meet the needs of your handicap.

Ford Motor Credit may also help you with loan arrangements.

If this is not an affordable option for you, I suggest you check in with some local organizations that cater to handicapped persons & see if they know of any people selling their USED vehicles (if maybe they are getting a new one, but usually once a vehicle is adapted to their needs, they keep them a long time)
That's kind of like finding a needle in a haystack though.

if you get disability allowance at the higher rate you can get a mobility car "free insurance and tax and a new car every three years.. woohoo"

don't know what the term "handicapped" intitles you to.

No, but you can get an auto loan through a company that makes them.
