The guy has probable already noticed you. He may be shy or think you haven't noticed him. Just go up to him and start to talk to him. Don't flirt with him or he will get the wrong idea and think you may be easy. A lot guys don't mind if the girl makes the first move.

I guess the most difficult part is the first contact, at least for me. As to attitude: First don't expect to simply be noticed, be active, that impresses and is very well appreciated. I find it great when I hear that a girl made the first move, took initiative! As to action: Excuses are always good, everything from asking for a cigarette to saying "you seem familiar" or the like and then u try finding what you have in common and before u know it its a full conversation unless its some boring dude!

Well, you can do it the easy way by taking off your clothes or the harder way by smiling at him and making small talk to get the ball rolling. I suggest you do the second option. It's more fun and a relationship can blossom out of it.
