of course it can, but the puppies won't be rottweilers, they'll be mutts.

It can be physically done...but, I'm gonna assume the mother will be the Rotty because if you want to have the Rotty be the father you might end up having to roll your russie around for last little while of her preg. I've seen what happens when a small dog gets preg. by a larger dog...it's horrible for the mother and she often dies. Think wisely!

who is mom and who is dad?
I have seen a female rotti breed with a male Chihuahua.
I can't see a female Jack breed with a male rotti...engorged rotti penis would be to big for the Jack...she would have been torn.
If there are questions, have them DNA tested.

Yes it is possible, but the question is is why would you want to. Please be a responsible pet owner and have your pet spayed or neutered. There are enough unwanted animals in this world.
