I'm quite sure that George Bernard Shaw first penned those words. Many have repeated them since.

I believe it was Robert F. Kennedy.
And the correct last part of the quote is "...I see the way things AREN'T and ask 'Why not?"
I always used to think it was JFK who said it, but I was reading somewhere a couple of days ago, and the quote was attributed to RFK.

one of the kennedys claimed that the latest dead kennedy has said it while eulogizing him at the funeral. but it was crap. shaw is the one who actually said it. just like kennedys ask not what your country..quote. it was stolen from oliver wendel holmes. those scumbag kennedys never did anything, or said anything useful in their worthless lives
